Bollards have different functions in different parts of the world.  Correct me if I am wrong, in the United States I have only seen them on the outside of the problems, staying in one place.  However, that is not the case in other parts of the world.  I have recently found this on Youtube and found it very interesting the different types of uses for Bollard Covers.  If cities enable these Bollard Uses, you cannot say you haven't been warned.  Watch and learn.
